get it done. i'm steve handelsman, pat lawson muse. >> the stage is set for a yet another budget battle between the white house and the hill. if nothing changes deep spending cuts will go into effect in about three weeks. this is t so-called sequester. today president obama acknowledged it is unlikely the budget deal will be reached by the march 1 deadline. so he's urging congress to pass a similar package of spending cuts and tax reforms to delay the sequester until a budget can replace it. >> the threat of massive automatic cuts have already started to affect business decisions. deep, indiscriminate cuts to things like education and training and energy and national security will cost us jobs. >> the president's budget is late again. democrats haven't done a budge net nearly power years. none of them have a plan to replace the sequestered. the sooner we solve our spending problem, the sooner our jobs problem will go away as well. >> the president says the

proposals he offered to speaker boehner late last year during the discussion about the so-called fiscal cliff are still on the table. resident shot video as flames shot into the air engulfing the row house in southeast washington this morning. later, firefighters went inside that house and found the bodies of two adults. this all happened in the 1700 block of r street southeast. pat collins is there now with reaction from one neighbor who says she had concerns about that property. >> reporter: the fire damage here is so severe they have to shore up that apartment building before they can go in and retrieve the bodies. it could take some time. these are pictures taken by george. he lives a few doors away. he says that he hasn't seen anything like this before. >> i called and said something strange is happening.

i have never seen anything like this. >> reporter: a scene, boarded up apartment house on r street southeast. flames shooting high into the air. it was so hot, so smokey, so dangerous, firefighters had to go into a surround to drown operation. >> to get the bulk of the fire knocked down. once we were able to get the bulk of the fire mocked down, we made an interior attack and that's when we found the two victims. >> reporter: the department of consumer and regulatory affairs says that in 2011, this apartment was designated as a blighted property. they say last may, and again in december, d.c. r.a. workers boarded up doors and windows that were open and accessible. apparently people still managed to get inside. >> i seen stuff going on.

i knew stuff was going to happen. >> reporter: this is angela. she lives nearby. she, too, took pictures of the fire this morning. she says a guy has been squatting in this apartment so long that she considered him a neighbor. she said she saw men and women coming and going from that apartment building. >> i knew bad stuff was going on over there. >> when this fire happened -- >> it came to reality. >> reporter: was this an accident or something else? at the scene, homicide detectives, crime scene technicians, and atf agents. all here investigating just in case this is not what it seems to be. so far, we don't know the victims' names. we don't know the cause of their death. we don't know the cause of this

violent fire. live in southeast, pat collins, news4. a 10-year-old fwroy alexandria is out of juvenile detention tonight. police arrested him this morning. because he brought a toy gun to douglas macarthur elementary. northern virginia bureau reporter david culver talked to parents today. >> yeah, shocked. very shocked. >> reporter: sherry caught off guard as she picked up her guards from macarthur elementary. she found out from other parents a student showed of off a toy gun on a bus ride home last might. she wonders why school staff waited until this morning to do something. >> call the family. get them in here. contact the police. there has to be a certain protocol. >> reporter: karen belleekly concerned, toy gun or not. >> until everybody knows that you have to assume it is a real gun and be cautious. >> reporter: a spokesperson for alexandria city public schools tells news4 the school did investigate on their own last night. she said they tried to get ahold of the students' parents when they couldn't they planned to

wait for him at school this morning. that's when they called the police. jolene picked up her two kids after reading an e-mail from the school system she was than worried. >> a child on the bus with a gun, that's all i saw, right? then when it said it was a toy gun, obviously i felt better about it. >> i felt totally safe when the kids were here. it is more of a question of what happened yesterday and how sit being handled? >> reporter: as for the 10-year-old boy we are told he was taken from the school this morning to juvenile intake and police tell us that they did not handcuff him during that incident. he has been suspended from the school and he could be expelled. in alexandria, i'm david culver, news4. got a little warmer out there today, doug. should we get used this or what? >> i will say yes, jim. you can get used to this for 24 hours. is that good enough? >> that's good. thank you. >> then the change again. cooler weather and then it is going to warm up a little as we head into the weekend. right now we have warmer conditions. eventually towards the south. up towards the north, it has

♪ >> reporter: there was a marching band, ravens cheerleaders, police and fire department, honor guards and motorcycles. the parade made its way through baltimore. crowds lining the streets to see the players and thank the team. m&t stadium, it was so crowded that some disappointed fans were turned away. >> the police, they were like back up, back up. four feet. back up, four feet. we are like no, no, people started climbing on the gates and everything. it was crazy. >> reporter: the players took the field to cheers. linebacker ray lewis carried the super bowl trophy into the stadium. and then as fans had hoped, expected, he treated them to a last dance on home turf. >> i said this is my last ride. and every moment, every time i have ever stepped in this stadium, what i receive was pure

an adult for an attack on a 14-year-old girl. police say it happened inside of wild lake high school in columbia where both jones and the victim were students. the girl told police that she cut class with jones yesterday. she said at one point he pulled her into an empty room where he blocked the door, held her down, and raped her. university of maryland police are warning students about an armed robbery near the campus. a woman was held up just after mid might this morning on paint branch parkway near fraternity row. she was walking from the metro station when a man walked up, showed her a gun, and he was wearing a ski mask, gloves, bright red shoes. he made her empty her pockets and even ran off. coming up tonight a 5-year-old boy in alabama held hostage for a week, report how he spent his first night out of the bunker he was held in. his hometown is getting ready for a huge celebration. visiting a loved one in jail is not easy anymore in the district.

life is slowly returning to normal for ethan. he was the 5-year-old boy rescued from the underground bunker in alabama. a s.w.a.t. team rushed in to save the little boy yesterday. the child spent last mitt at the hospital and is home now. his family says he is back playing with his old toys and

today his t school officials say it is -- is not clear when he will be able to return to school but say he seems to be doing fei fine physically. >> he was running around the hospital room. putting sticky notes on everyone that was in there. eating a turkey sandwich. and watching "sponge bob." >> school officials say they are planning to hold a big birthday party for ethan soon. he turns 6-year-old zpom will be honoring that bus driver who was killed from when the gunman grabbed the boy last tuesday. the u.s. government can some m some cases order the killing of americans living abroad. that from a justice department memo that was leaked into nbc news. the memo says the u.s. can target americans if they pose what's called an eminent threat of violence to other americans but no specific information about an impending attack against the u.s. is necessary for the attack.

a 16-page report provides legal cover for an obama administration drone strike back in 2011. in that strike, in yemen, two u.s. citizens linked to al qaeda were killed. world leaders are watching the relationship between iran and egypt tonight. iran's president, ahmadinejad is in cairo for an islamic summit. it is the first time an eye rain wran leader has visited egypt in more than 30 years. we have more now on the historic trip and developing relationship between two controversial leaders. >> reporter: iran's president ahmadinejad made a historic visit to cairo, becoming irania to visit egypt. he arrived and met by mohammed morsey. it the first time an iranian leader visited egypt since 1979. the year that egypt signed a peace treaty with israel and

iran overthrew the shah. since then the two regional heavyweights have been at birth odds over policy and all kinds of issues across the region. but since becoming the first democratically elected president in egypt back in july, mohammed morsey visited iran while a few months after that, iran is now returning the favor and also rumored that the two countries will be holding bilateral meetings and at the highest levels of government to discuss reege malissues. despite what many are concerned about being a warming of relations between the two countries, there are still some very stark differences between egypt and iran. particularly when it comes to the issue of syria. nonetheless it is an historic visit. first of its kind and noted and more forly it comes in the context of a regional conference of islamic countries in which all the heads of state have been invited and not being described as a bilateral invitation by the egyptian government to the iranian one.

we have a strange weather pattern now. starting to warm up and then bam. >> then bam is right. you know, today's temperatures were 54 degrees down south. some sunshine. 37 degrees up north. it all depends where you live what kind of day we saw out there. some of you even saw a pew snow showers across portions of the marine only. rates show you what we are dealing with outside now. not bad this evening. temperatures a little bit above average right now. as you make your way out and about. high temperatures today was a little bit below average if that means anything to you. high temperature average for this time of we are is up to 45 degrees. we saw a high of 42 at the airport and low of 44 degrees. there was a large temperature range across the region. depending where you were, once again, to the north, on the cold side. 34 in hagerstown. 37 in frederick. light snow in parts of that region. down to the south, different story. sunshine came out. 56 in charlottesville. 54 down towards fredericksburg. 48 towards patuxent river. quite nice towards the south.

tomorrow the cold air should be here for everybody. at least temperatures that are around average or possible blalts bit above depending where you are. 39 degrees, the temperature now with winds out of the east at 6 miles per hour. give us a windchill of 35. not a cold night but still on the chilly side. as we move through the first part of pen. 34 degrees in martinsburg now. 32 in hagerstown. 36 in gaithersburg. now down to 46 degree, down towards fredericksburg and 40 towards laplatta. temperatures will fall a little bit tonight. not a lot of some of the clouds still have shower activity. snow showers to the north. around baltimore, another snow shower just came through baltimore. making its way up towards the northern portions of chesapeake bay. along 95. as we widen out here you can see a few more over towards philadelphia. they are seeing light snow. then another little clipper system back to the west. this one will move our way. most of this snow should stay just to our north. i wouldn't be surprise to see flurry or flake or two throughout the evening as we make our way throughout the night.

most of it will dry up as it makes our way over the mountains. still seeing good snow back towards the west. garrett county, going to get hit again with this little system. over the next day or so. some of the ski resorts seeing a lot of snow in the last few days. here is the snow towards the west and stays there. all might long. tomorrow, we get rid of the cloud cover and rid of snow showers. we see plenty of shine. tomorrow will be a really nice day. even though the temperatures are going to be in the mid 40s with sun. it should feel mice. thursday, clouds move back in. cooler temperatures move back in. on friday, this is when it hits you. wendy, here it is. bam, there's your storm. that's what will hit us and that will hit us hard, i think, with one to two inches of rain back to the west. some of the latest computer models, six inches of snow. portions of west virginia and western maryland, close to the i-81 corridor. some of you watching may get some snow out of this where most of this especially i-95 corridor should be all rain. we are going to watch the scenario play out very, very

closely over the next few days. tomorrow as i mentioned, much better day. plenty of sunshine. temperatures 42 to 46 degrees. winds out of the north west at about 10 to 15 miles an hour. next couple of days,43 on thursday. clouds moving back in. here is friday with the rain for most of us. 47 degrees. 44 on saturday. sundays looking very nice, too. high of 50 degrees. 55 on monday. another chance of rain. that chance of rain not quite as big as provide. once again, friday is the storm we are going to be watching. possible coastal storm and possible snow and ice well to the west. maybe even closer to the metro region, onset of the storm. mainly rain for the i-95 corridor. it could be possibly heavy. we are going to be watching this very carefully over the next couple of days. one thing for sure, it does look like you need your umbrellas at least during the day on friday. lot of people have been waiting to use their snow boots. looks like friday will be the rain boots that will be necessary. >> all right. just a few minutes ago, take

a look at this. frederick, maryland, new video police released. jewelry heist right there on the main street, south market street. colonial jewelers. a classic smash and grab. had went in, sprayed pepper spray, broke the one case, grabbed the stuff, and then off they went. even this guy take something time to pick up what he wants and then -- they are out of there. could be stiff personalties for texting while driving in virginia. both chambers of the general assembly there passed bills that would make it a primary offense. fine $250. right now it is a secondary offense in virginia. which manassas police have to pull you over for another violation. those fines are $20. the weakest in the area. traffic is so bad in our region. it is considered the worst in the country. what improvements can be done to make your commute better? >> the far fearing for the worst

a skier that went over a ledge will make a full recovery. he was on a float near alpine, utah, yesterday, 30 miles from salt lake city when he went over the cliff suffering injuries to his leg and face. babbitt was conscious and talking when the paramedics airlifted him to the hospital. tonight will is a proposal that would allow inmates at the d.c. jail to visit with family members in person. since last summer, all routine visits there have been done by remote video conferencing. tom sherwood to show us what's behind the push for closer contact. >> video visits are being used more and more but some feel a personal touch is lost. the d.c. jail says it saves $600,000 a year in staffing and extra security costs by using just video visits. >> family members, friends and

other visitors simply said a visitation appointment. >> reporter: correction says video visits have doubled from 200 a week to 400. while old personal visits were always behind plexiglas shields. family members tell us that even behind plexiglas talking to someone person is not the same as talking to someone on a video screen. >> i would any being in the same room is something you can't replace. >> reporter: this family member says she and others like the convenience of video but being in the same room even unable to touch still brings families closer. now some d.c. council members say they want the joint to allow occasional in-person visits. legislation was introduced demanding the change. >> the notion that they come have visits through a tv screen is not really a visit. >> reporter: corrections director tom foust tells news4 jail inmates are not incarcerated for long periods. the average is 27 days and the

video system allows longer visits. >> chairperson bowser is well intentioned but i think she is misinformed as far as the video visitation, that there was no sense of in-person visiting. talking between phones and between a thick security glass. >> reporter: tommy wells says the remote visits done now from the old d.c. general hospital across from the jail will be reviewed by his committee. >> there is a substantial qualitative difference see something one through the plexiglas and being right across from a loved one. >> the union representing the jail staff says that it supports video visits for security reasons. a verdict today in the murder after man near a popular health club in clarendon. 26-year-old martin was found guilty of stabbing 57-year-old carl diner to death during a robbery in december of 2009. it was arlington county's only murder that year. the jury recommended that martin be sentenced to 20 years in

prison. the judge has the final say. a date for sentencing has not been set. right now, still unclear what killed two people whose bodies were found inside of an apartment that caught fire this morning in southeast d.c. 1700 block of r street. authorities say the building was boarded up before the fire broke out and the victims appeared to be squatters. u.s. military is expected to extend new benefits to the partners of same-sex service members. the pentagon is not releasing details on which benefits would be included. there are limitations because federal law forbids the government from recognizing same-sex unions. the military is expected to announce more specifics later this week. a 10-year-old is out of juvenile deengs after bringing a toy gun to school. douglas macarthur elementary in alexandria. the school administrators alerted the police after they learned he had showed the toy gun to another student on the bus yesterday. the boy has been suspended from school. could be expelled.

a father from northeast d.c. is making an emotional promise tonight to get his 6-year-old daughter back. her name is eriona. she has been missing since last week. she is thought to be with her mother and the man who is wanted by the police. jackie bensen with our report now with the latest on the search for that child. >> reporter: her pear is worn down from six days of constant worry and fear. her mother asked to take her to the grocery store. >> i said sure. i let her go. i haven't seen them since. >> reporter: birts believes anderson whom he says he is legally blind from a medical con condition was driven to d.c. by her boyfriend. 30-year-old roderick williams. birts says that the two are aspiring rappers.

williams calls himself capone. and ebony anderson goes by absolute. news4 learned that williams is wanted by police in pulaski county, arkansas, for a violation of probation that could send him back to prison. birts believes the two are on the run with eriona who spent a brief period of time with her mother since birth. >> my daughter is in a dangerous situation right now. she is in a dangerous situation. she don't know anybody down there, around her. she is around a whole bunch of men. >> reporter: birts struggles for composure as he sent a message to his daughter. >> i miss you. i miss you so much. i love you to death. i'm going to come get you, i promise. i'm going to come get you. i will do anything for you. daddy is going to come get you. okay? i promise. >> reporter: in addition to his concerns about his daughter's safety, birts worries about her missing so much school. northeast washington, jackie bensen, news4. a plan to grade schools in

virginia the same way the grade students got the okay from the state senate. using the letter grades a through f. it passed. governor bob mcdonnell says this is an easy-to-understand system. some democrats call it a gimmick. the bill passed in the house yesterday. virginia's lieutenant governor was also the deciding vote on a measure that would require voters to present photo i.d. at the polls. last year, virginia made it mandatory for voters to take i.d. with them to the polls. this year's bill requires certain forms of photo i.d. in order to cast the ballot. that bill also passed in the house. largely on party lines. the new change is mandated in this law would not take effect into the year 2014. scenes like this one play out across our region every day. now the d.c. area has officially been maimed the most congested in the nation. news4's transportation reporter adam tuss tells us about efforts

to change that. >> reporter: the transportation leaders say in some ways traffic is a good thing. it means people are going to jobs and the economy is strong. there are any up of factors for why our traffic slows to a crawl every day. simple geography, one of them. squeezing people across bridges and on to an already overcrowded metro system. but the region is trying to fight back. ron kirby, head of transportation planning for the region's council of government, says take a look at all the ways communities are being reshaped around metro stations. development that promotes walking where transit your vehicle. >> rosslyn corridor, bethesda, silver spring, revival downtown, you know, we are the envy of the metropolitan areas. mob has done as well as we have in that regard. we have -- we are number one on good things as well as bad things. >> reporter: he says we have to keep making investments in transportation and on a lot of levels that means there has to be political will to make tough

choices. >> state gas tax around 20 cents per gallon, for someone that drives 12,000 miles a year, that's $10 a month. you are paying for the use of the road system. how much do you pay for your cable television? >> reporter: there are signs we are getting creative about fighting congestion. take a look over there. at the crawling beltway. the lanes moving, where the traffic is moving, those are the brand-new beltway express lanes compared to the regular crawling beltway. other key investments, itc in maryland and district, wildly popular bike sharing program that has become the largest in the country. >> great news is the market is headed that way and we have young people, downsizing empty nesters, families. everybody is trying to find a way to live closer to work and live where they have access to other options including transit. >> reporter: tysons corner, adam tuss, news4. virginia senate is debating its version of a transportation bill that could bring hundreds

of millions of dollars to road and rail projects in northern virginia. the proposal takes a much different approach to raising new money than what governor bob mcdonnell has been fostering. the senate bill would create a new 5.5 cent sales tax on gasoline but would do away the state's regular gasoline tax. the house already endorse ad plan much closer to the governor's plan. it would drop the gas tax in favor of a higher state sales tax. >> quality of life in northern virginia, hampton roads, richmond, our ability to attract new jobs, to the state, is continually being undermined by the fact we have not addressed the infrastructure problems in our state. >> reporter: the senate has until midnight to vote on its transportation measure. coming up next -- asking the state of maryland to help them with their dogs. last-minimum push to stop

dangerous. officials in new york city expect to go ahead with a ban on large sodas despite a fight by business owners. the ban restricting sugary drinks to less than 16 ounces is set to go into effect march 12. those who are against it are asking a judge to move the date to later in the year. they want to wait for the outcome of the lawsuit that questions whether the ban is legal. they say it would unfairly hurt businesses. new york city officials say they don't plan on collecting any fines until summertime. dan is back from the super bowl. he had himself a heck of a time. can i assume had you a heck of a time? >> new orleans. it is new orleans. no one knows how to get it done. coming up in sports we are talking about the super bowl cha champs. celebrating new orleans style in baltimore. plus, we will be in charm city.

flooding the streets. eventually overtaking barriers and joining in the parade themselves. then the police had to shut the stadium doors because it was overcrowded. homemade floats. military vehicles in the parade that looked like a mobile mass of humanity. ed reed documenting it all with a camera on his head. law enforcement closed the gates only to see people scaling the fences. those inside got treated to ray's last dance. one last speech as well. >> this team was destined to go on and win the super bowl. i said this is my last ride. and every moment, every time i have ever stepped in the stadium, what i received was pure love. >> super bowl champs, baby. for you guy, you know, we have been through a lot this year. lot of highs. couple of lows.

today. good times being had by all in charm city. olympic gold medalist lindsey vonn might not be ready to compete until russia. after a horrific looking accident on the slopes today. the crash puts her olympic hopes in jeopardy. vonn competing in the alpine world championships in austria. she comes off a jump and lands awkwardly on her right knee and then she goes down. it doesn't look good. afterwards it was announced vonn tore both her acl and mcl as well as fracturing a bone in her leg. pans and fellow skiers in absolute shock. vonn airlifted there the course to a local hospital to be treated for her injuries. vonn's sponsor red bull recently hired extra security because of a rumored relationship with tiger woods. she has been in the news a lot lately. let's hit the healllie pad. could the super bowl blackout been prevented?
